lokatantrakaran ki prakriya

1992 mein paramapaavan dalaai laama ne yeh ghoshana ki ki jab Tibet svatantr ho jaaega to uske baad sabse pehla lakshya hoga ki ek antarim sarkaar ki sthaapana karna jiski pehli praathamikta yeh hogi Tibet ke lokataantrisanvidhaan ke praaroop taiyaar karne aur use sveekaar karne ke liye ek samvidhaan sabha ka chunaav karna. iske baad tibbati log apni sarkaar ka chunaav kareinge aur paramapaavan dalaai laama apni sabhi raajaneetik shaktiyaan navanirvaachit antarim raashtrapati ko saunp deinge. varsh 2001 mein paramapaavan dalaai laama ke paraamarsh par tibbati sansad ne nirvaasit tibbati samvidhaan mein sanshodhan kiya aur Tibet ke kaaryakaari pramukh ke pratyaksh nirvaachan ka praavadhaan kiya. nirvaachit kaaryakaari pramukh apne cabinet ke sahayogiyon ka naamaankan karta hai aur unki niyukti ke liye sansad se sveekruti leta hai. pehle pratyaksh nirvaachit kaaryakaari pramukh ne sitmbar 2001 mein kaaryabhaar grahan kiya.

shaanti prayaas

1987 mein paramapaavan ne Tibet ki kharaab hoti sthiti ka shaantipoorn hal talaashane ki disha mein pehla kadam uthaate hue paanch sootreeya shaanti yojana prastut ki. unhonne yeh vichaar rakha ki Tibet ko ek abhayaaranya-Asia ke hrudaya sthal mein sthit ek shaanti kshetr mein badla ja sakta hai jahaan sabhi sachetan praani shaanti se rah sakein aur jahaan paryaavaran ki raksha ki jaae. lekin cheen paramapaavan dalaai laama dvaara rakhe gaye vibhinn shaanti prastaavon par koi sakaaraatmak pratikriya dene mein naakaam raha.

paanch sootreeya shaanti yojana -- 21 September, 1987 ko ameriki Congress ke sadasyon ko sambodhit karte hue paramapaavan dalaai laama ne paanch binduon waali nimn shaanti yojana rakhee:

1. samooche Tibet ko shaanti kshetr mein parivrtit kiya jaae.

2. cheen us janasankhya sthaanaantaran neeti ka parityaag kare jiske dvaara tibbati logon ke astitv par khatra paida ho raha hai.

3. tibbati logon ke buniyaadi maanavaadhikaar aur lokataantrik svatantrata ka sammaan kiya jaae.

4. Tibet ke praakrutik paryaavaran ka sanrakshan va punarooddhaar kiya jaae aur Tibet ko naabhikeeya hathiyaaron ke nirmaan va naabhikeeya kachare ke nistaaran sthal ke roop mein upayog karne ki cheen ki neeti par rok lage.

5. Tibet ki bhavishya ki sthiti aur Tibet va cheeni logon ke sambandho ke baare mein gambhir baatcheet shuroo ki jaae.

dalaai laama ki lokapriyta

har tibbati paramapaavan dalaai laama ke saath gahra va akathaneeya judaav rakhata hai. tibbatiyon ke liye paramapaavan samooche Tibet ke prateek hain: bhoomi ke saundarya, usaki nadiyon va jheelon ki pavitrata, uske aakaash ki puneetata, uske parvaton ki drudhta aur uske logon ki taakat ka. paramapaavan ke shaanti sandesh, ahinsa, antar dhaarmik melamilaap, saarvabhaumik uttaradaayitv aur karoona ke vichaaron ko maanyata ke roop mein 1959 se ab tak unako 60 maanad dauktaret, puraskaar, sammaan aadi praapt hue hain. paramapaavan ne 50 se adhik pustakein likheen hain. paramapaavan apne ko ek saadhaaran baudh bhikshu hi maanate hain. duniyaabhar mein apni yaatraaon aur vyaakhyaan ke dauraan unka saadhaaran va karoonaamaya svabhaav unase milne vaale har vyakti ko gaharaai tak prabhaavit karta hai. unka sandesh hai pyaar, karoona aur kshamaasheelata.

dalaai laama ke sandesh nimnalikhit hain :-

  • aaj ke samay ki chunauti ka saamana karne ke liye manushya ko saarvabhaumik uttaradaayitv ki vyaapak bhaavana ka vikaas karna chaahiye. ham sabko yeh seekhane ki jaroorat hai ki ham na keval apne liye kaarya karein balki poore maanavata ke laabh ke liye kaarya karein. maanav astitv ki vaastavik kunji saarvabhaumik uttaradaayitv hi hai. yeh vishv shaanti, praakrutik sansaadhanon ke samavitran aur bhavishya ki peedhi ke hiton ke liye paryaavaran ki uchit dekhbhaal ka sabse achha aadhaar hai.
  • bauddh dharm ka prachaar - mera dharm saadhaaran hai, mera dharm dayaaluta hai.
  • apne paryaavaran ki raksha hamein usi tarah se karna chaahiye jaisa ki ham apne ghodon ki karte hain. ham manushya prakruti se hi janme hain isliye hamaara prakruti ke khilaaf jaane ka koi kaaran naheen banta, is kaaran hi mai kehta hoon ki paryaavaran dharm neetishaastra ya naitikta ka maamala naheen hai. yeh sab aisi vilaasitaaen hain jinke bina bhi ham gujar-basar kar sakte hain lekin yadi ham prakruti ke virf jaate hain to ham jinda naheen rah sakte.
