sarkaar

sarkaar kuchh nishchit vyaktiyon ka samooh hoti hai jo raashtra tatha raajyon mein nishchit kaal ke liye tatha nishchit paddhati dvaara shaasan karta hai. praay: iske teen ang hote hain - vyavasthaapika, kaaryapaalika tatha nyaayapaalika.[1][2] sarkaar ke maadhyam se raajya mein raajashaasan neeti laagoo hoti hai. sarkaar ke tantr ka abhipraaya us raajanitik vyavastha se hota hai jiske dvaara raajya ki sarkaar ko jaana jaata hai.
raajya nirntar badalti huyi sarkaaron dvaara prashaasit hote hain.[3] har nai sarkaar kuchh vyaktiyon ka samooh hoti hai jo raajanitik faisale leti hai ya unapar niyantran rakhati hai. sarkaar ka kaarya nae kaanoon banaana, puraane kaanoonon ko laagoo rakhana tatha jhagadon mein madhyasthata karna hota hai. kuchh samaajon mein yeh samooh aatm-manoneet ya vanshaanugat hota hai. baaki samaajon mein, jaise lokatantr, raajanitik bhoomika ka nirvaah nirntar badalate huye vyaktiyon dvaara kiya jaata hai.[4]
sansadeeya paddhati mein sarkaar ka abhipraaya raashtrapateeya paddhati ke adhishaasi shaakha se hota hai. is paddhati mein raashtra mein pradhaan mantri evam mantri pareeshad tatha raajya mein mukhya mantri evam mantri pareeshad hote hain. paashchaat deshon mein sarkaar aur tantr mein saaf antar hai. janta dvaara sarkaar ka dobaara chayan na karna is baat ko naheen darshaata hai ki janta apne raajya ke tantr se naakhush hai. lekin kuchh poornavaadi shaasan paddhatiyon mein yeh bhed itna saaf naheen hai. iska kaaran yeh hai ki vahaaain ke shaasak apne faayade ke liye yeh lakeer mita dete hain.[5]
