raajaneeti vigyaan ek saamaajik vigyaan hai jo sarkaar aur raajaneeti ke adhyayan se sambandhit hai.[1]
raajaneeti vigyaan adhyayan ka ek vistrut vishay ya kshetr hai. raajaneeti vigyaan mein ye tamaam baatein shaamil hain: raajaneetik chintan, raajaneetik siddhaant, raajaneetik darshan, raajaneetik vichaaradhaara, sansthaagat ya sanrachanaagat dhaancha, tulanaatmak raajaneeti, lok prashaasan, antarraashtreeya kaanoon aur sangathan aadi.

raajaneetishaastr ya raajaneeti vigyaan atyant praacheen vishay hai. praarambh mein ise svatantr vishay ke roop mein naheen sveekaara gaya. raajaneeti vigyaan ka adhyayan neetishaastr, darshanashaastr, itihaas, evam vidhishaastr aadi ki avadhaaranaaon ke aadhaar par hi karne ki parampara thi. aadhunik samay mein ise na keval svatantr vishay ke rup mein sveekaara gaya apitu saamaajik vijnyaaanon ke sandarbhon mein iska paryaapt vikaas bhi hua. raajaneeti vigyaan ka adhyayan aaj ke sandarbh mein pehle ki apeksha ek or jahaan atyadhik mahatvapoorn hai vaheen doosari or vah atyant jatil bhi hai.
raajaneeti vigyaan ka mahatva is tathya se prakat hota hai ki aaj raajaneetik prakriya ka adhyayan raashtreeya evam antarraashtreeya-donon prakaar ki raajaneeti ko samajhne ke liye aavashyak hai. prakriya ke adhyayan se hi vaastavik raajaneeti evam unke bheetar avasthit tathyon ka gyaan sambhav hai.
raajaneeti vigyaan ki jatilta unke ativyaapi roop va unase utpann svaroop evam prakruti se judi hui hai. aaj raajaneeti vigyaan 'raajaneetik' va gair raajaneetik donon prakaar ke tatvon se sambandhit hai. raajaneetik tatv pratyaksh roop se raajaneetik prakriya ko sanchaalit karte hai aur is drushti se raajaneeti vigyaan ke antargat raajya sarkaar, sarkaari sansthaaon, chunaav pranaali va raajaneetik vyavahaar ka adhyayan kiya jaata hai. gair raajaneetik tatv apratyaksh roop se raajaneetik prakriya ko chalaane mein yogadaan dete hain aur is kaaran raajaneeti ki sahi samajh inko samanvit karke hi praapt ki ja sakti hai. isi uddheshya se raajaneetik adhyayan mein samaaj, arthavyavastha, dharm, sanskruti, bhoogol, vigyaan va takaneeki, manovijnyaaan va itihaas jaise sahayogi tatvon ko paryaapt mahatva diya jaata hai.
yoonaani vichaarakon ke samay se lekar aadhunik kaal tak ke vibhinn chintakon, siddhaantavettaaon aur vishleshakon ke yogadaanon se raajaneeti vigyaan ke roop, adhyayan saamagri evam usaki paramparaaeai samay-samay par parivrtit hoti rahi hain. tadnuroop is vishay ka nirntar vikaas hota raha hain. is vikaasakram mein raajaneeti vigyaan ke adhyayan ke sambandh mein do pramukh drushtikonon ka udaya hua hai : paramparaagat drushtikon evam aadhunik drushtikon. paaramparik ya paramparaagat drushtikon raajya-pradhaanata ka parichay deta hai jabki aadhunik drushtikon prakriya-pradhaanata ka.
raajaneeti vigyaan ka paramparaagat drushtikon
isa poorv chhathi sadi se 20veen sadi mein lagbhag dviteeya mahaayuddh se poorv tak jis raajaneetik drushtikon ka prachalan raha hai, use adhyayan suvidha ki drushti se 'paramparaagat raajaneetik drushtikon' kaha jaata hai. ise aadarshavaadi ya shaastreeya drushtikon bhi kaha jaata hai.
paramparaagat raajaneetik siddhaant ke nirmaan va vikaas mein anek raajaneetik vichaarakon ka yogadaan raha hai yatha- pleto, arastoo, sisro, sant agasteen, ekvinaas, lauk, rooso, maunteskyoo, kaant, heegal, green aadi. aadhunik yug mein bhi anek vidvaan paramparaagat drushtikon ke samarthak maane jaate hai jaise- liyo straus, airik vogolin, okasaut, hanna aarent aadi.
praacheen yoonaan va rom mein raajaneetik siddhaant ke nirmaan ke liye darshanashaastr, neetishaastr, tarkashaastr, itihaas va vidhi ki avadhaaranaaon ko aadhaar banaaya gaya tha kintu madhyakaal mein mukhyat: isaai dharmashaastreeya drushtikon ko raajaneetik siddhaant ke nirmaan ka aadhaar banaaya gaya. 16veen sadi mein punarjaagaran aandolan ne bauddhik raajaneetik chetna ko janm diya saath hi raashtra-raajya avadhaarana ko janm diya. 18 veen sadi ki audyogik kraanti ne raajaneetik siddhaant ke vikaas ko nai gati pradaan ki. inglaind ki gauravapoorn kraanti, France va America ki lokataantrik kraantiyon ne paramparaagat raajaneetik siddhaant ka vikaas 'udaaravaadi lokataantrik raajaneetik siddhaant' ke roop mein kiya.
paramparaagat raajaneetik drushtikon ne raajaneetik siddhaant ke nirmaan ke liye mukhyat: daarshanik, taarkik naitik, aitihaasik va vidhik paddhatiyon ko apnaaya hai. 19veen sadi se isne vidhik, samvaidhaanik, sansthaagat, vivranaatmak evam tulanaatmak paddhatiyon par vishesh bal diya hai. 20veen sadi ke praarambh se hi paramparaagat drushtikon ne raajaneetik siddhaant ke nirmaan ke liye ek nai drushti apnaai jo ateet ki tulana mein adhik yathaarthavaadi thi. paramparaagat raajaneetik vigyaan mein sarkaar evam uske vaidhaanik angon ke baahar vyavahaar mein sarkaar ki neetiyon evam nirnayon ko prabhaavit karne vaale saamaajik raajaneetik tathyon ke adhyayan par bal diya. raajaneetik dal evam dabaabasamoohon ke saath-saath aupachaarik sangathanon ke adhyayan par bal diya. isne un saamaajik, aarthik paristhitiyon evam aandolanon ke adhyayan par bhi bal diya jo spashtat: sarkaar ke aupachaarik sangathan se baahar to hote hain kintu usaki neetiyon evam kaaryakramon ko prabhaavit karte hain.
arth evam paribhaasha
'raajaneeti' ka paryaayavaachi angreji shabd 'paulitiks' yoonaani bhaasha ke 'paulis' (Polis) shabd se bana hai jiska arth 'nagar' athva 'raajya' hai. praacheen yoonaan mein pratyek nagar ek svatantr raajya ke roop mein sangathit hota tha aur paulitiks shabd se un nagar raajyon se sambandhit shaasan ki vidya ka bodh hota tha. dheere-dheere nagar raajyon (city states) ka sthaan raashtreeya raajyonn (Nation-State) ne le liya at: raajaneeti bhi raajya ke vistrut roop se sambandhit vidya ho gayi.
aadhunik yug mein jab sansaar pratyek vishay ke vaigyaanik va vyavasthit adhyayan ki or jhuk raha hai, raajya se sambandhit vishyon ka adhyayan raajaneeti shaastr athva raajaneeti vigyaan kaha jaata hai. paramparaagat raajaneeti vigyaan ke vidvaanon ne raajaneeti vigyaan ki bhinn-bhinn paribhaashaaeai di hain. in paribhaashaaon ki nimnaankit sheershakon ke antargat vyaakhya ki ja sakti hai:-
(1) raajaneeti vigyaan raajya ka adhyayan hai- anek raajaneetishaastriyon ki maanyata hai ki praacheen kaal se hi raajaneeti vigyaan raajya naamak sanstha ke adhyayan ka vishay hai. vidvaanon ki maanyata hai ki praacheen kaal se aadhunik kaal tak raajaneeti vigyaan ka 'kendreeya tatv' raajya hi raha hai. at: raajaneeti vigyaan mein raajya ka hi adhyayan kiya jaana chaahiye. prasiddh raajaneetishaastri blunshali ke anusaar raajaneeti shaastr vah vigyaan hai jiska sambandh raajya se hai aur jo yeh samajhne ka prayatn karta hai ki raajya ke aadhaarbhoot tatv kya hai, usaka aavashyak svaroop kya hai, usaki kin-kin vividh roopon mein abhivyakti hoti hai tatha usaka vikaas kaise hua.' jarman lekhak gairis ka kathan hai ki raajaneeti shaastr mein, shakti ki sanstha ke roop mein, raajya ke samast sambandhon, usaki utpatti, uske moort roop (bhoomi evam nivaasi), uske prayojan, uske naitik mahatva, usaki aarthik samasyaaon, uske astitv ki avasthaaon uske vitteeya pahaloo, uddheshya aadi par vichaar kiya jaata hai. daaktar gaarnar ke anusaar ''raajaneeti shaastr ka praarambh tatha ant raajya ke saath hota hai.'' daaktar jakaariya ka kathan hai ki ''raajaneeti shaastr vyavasthit roop mein un aadhaarbhoot siddhaanton ka niroopan karta hai jinke anusaar samashti roop mein raajya ka sangathan hota hai aur prabhusatta ka prayog kiya jaata hai.'
uparyukt sabhi paribhaashaaon se spasht hai ki raajaneeti vigyaan ka kendreeya vishay raajya hai. iska kaaran pleto va arastoo ke samay se chali aa rahi yeh maanyata hai ki raajya ka astitv kuchh pavitra lakshyon ki praapti ke liye hai.
(2) raajaneeti vigyaan sarkaar ka adhyayan hai - kuchh raajaneetishaastriyon ki rai mein raajaneeti vigyaan mein raajya ka naheen apitu sarkaar ka adhyayan kiya jaana chaahiye. unka mat hai ki raajya manushyon ka hi sangathan vishesh hai tatha usaki kriyaatmak abhivyakti sarkaar ke maadhyam se hoti hai. unka tark hai ki raajya ek amoort sanrachana hai jabki sarkaar ek moort evam pratyaksh sanstha hai aur sarkaar hi samprabhuta ka prayog karti hai. sarkaar hi raajya ka vah yantr hota hai jiske dvaara uske uddeshya tatha prayojan kaaryaroop mein parinit hote hain. at: raajaneeti vigyaan mein sarkaar ka hi adhyayan hona chaahiye. seele ke anusaar ''raajaneeti vigyaan shaasan ke tatvon ka anusandhaan usi prakaar karta hai jaise sampatti shaastr sampatti ka, jeevavijnyaaan jeevan ka, ankaganit ankon ka tatha rekhaaganit sthaan evam lambaai-chaudaai ka karta hai.'' leekauk ne is sandarbh mein sankshipt evam saaragarbhit paribhaasha di hai- ''raajaneeti vigyaan sarkaar se sambandhit shaastr hai.''[2]
(3) raajaneeti vigyaan raajya evam sarkaar donon ka adhyayan hai- paramparaagat raajaneeti vigyaan ke kuchh vidvaanon ki maanyata hai ki keval raajya ya keval sarkaar ki drushti se di gayi paribhaashaaeai apoorn hain. vastut: raajya evam sarkaar ka paraspar ghanishth sambandh hai aur inmein se kisi ek ke abhaav mein doosare ka adhyayan hi naheen kiya ja sakta hai. yadi raajya amoort sanrachana hai to sarkaar ise moort va bhautik roop pradaan karti hai tatha isi prakaar yadi raajya prabhusatta ko dhaaran karne wala hai to sarkaar us prabhusatta ka upabhog karti hai. at: raajaneeti vigyaan ke antargat in donon ka hi adhyayan kiya jaana chaahiye. paul jainet ke anusaar ''raajaneeti vigyaan saamaajik vijnyaaanon ka vah ang hai jismein raajya ke aadhaar tatha sarkaar ke siddhaanton par vichaar kiya jaata hai.'' dimauk ke anusaar raajaneeti vigyaan ka sambandh raajya tatha uske saadhan sarkaar se hai.'' gilkraaist ne sankshipt paribhaasha dete huye kaha hai ki ''raajaneeti vigyaan raajya va sarkaar ki saamaanya samasyaaon ka adhyayan karta hai.''
(4) raajaneeti vigyaan maanav tatv ke sandarbh mein adhyayan hai- kuchh raajaneetishaastri uparokt paribhaashaaon ko poorn naheen maanate kyonki in paribhaashaaon mein maanav tatv ki upeksha ki gayi hai. inki maanyata hai ki raajya ya sarkaar ka adhyayan bina maanav ke uddeshyaheen evam mahatvaheen hai kyonki inka nirmaan maanav ke hit ke liye hi hua hai at: maanav-tatv ka adhyayan anivaarya hai.

- raajaneeti vigyaan ka raajya vishyak adhyayan moolat: sansthaatmak hai kyonki usamein kendreeya mahatva raajya athva sarkaar ka hai, anya tatv maatr saanyogik hai.
- raajaneeti vigyaan aupachaarik roop se raajaneetik sansthaaon ka adhyayan karte huye raajya ke samvidhaan mein nihit kaanooni vaastavikta ko adhyayan ka aadhaar banaata hai.
- paramparaagat raajaneeti vigyaan raajaneetik prakriyaaon ke adhyayan ki apeksha raajya ki neetiyon ke adhyayan par bal deta hai.
raajaneeti vigyaan ka kshetr
jis prakaar raajaneeti vigyaan ki paribhaasha vibhinn vichaarakon ne vibhinn prakaar se ki hai, usi prakaar uske kshetr ko bhinn-bhinn lekhakon ne vibhinn shabdon mein vyakt kiya hai. udaaharanaarth fraanseesi vichaarak blunshali ke anusaar ''raajaneeti vigyaan ka sambandh raajya ke aadhaaron se hai vah usaki aavashyak prakruti, uske vividh roopon, usaki abhivyakti tatha uske vikaas ka adhyayan karta hai.'' dau॰ gaarnar ke anusaar ''iski maulik samasyaaon mein saadhaaranat: pratham raajya ki utpatti aur usaki prakruti ka anusandhaan, dviteeya raajaneetik sansthaaon ki pragati, uske itihaas tatha unke svaroopon ka adhyayan, tatha truteeya, jahaan tak sambhav ho, iske aadhaar par raajanaitik aur vikaas ke niyamon ka nirdhaaran karna sammilit hai. gaitel ne raajaneeti shaastr ke kshetr ka vistrut varnan karte huye likha hai ki ''aitihaasik drushti se raajaneeti shaastr raajya ki utpatti, raajaneetik sansthaaon ke vikaas tatha ateet ke siddhaanton ka adhyayan karta hai.... vartamaan ka adhyayan karne mein yeh vidyamaan raajaneetik sansthaaon tatha vichaaradhaaraaon ka varnan, unki tulana tatha vargeekaran karne ka prayatn karta hai. parivrtanasheel paristhitiyon tatha naitik maapadandon ke aadhaar par raajaneetik sansthaaon tatha kriyaakalaapon ko adhik unnat banaane ke uddheshya se raajaneeti shaastr bhavishya ki or bhi dekhta hua yeh bhi vichaar karta hai ki raajya kaisa hona chaahiye.''
raajaneeti shaastr ke kshetr ke vishay mein uparokt paribhaashaaon se teen vichaaradhaaraaeain saamane aati hai-
- pratham raajya ko raajaneeti vigyaan ka pratipaadya vishay maanati hai,
- dviteeya vichaaradhaara sarkaar par hi dhyaan kendrit karti hai
- truteeya vichaaradhaara raajya va sarkaar donon ko raajaneeti vigyaan ka pratipaadya vishay maanati hai.
paramparaagat raajaneeti vigyaan ka kshetr nirdhaaran karne hetu sanyukt raashtra sangh ki yoonesko dvaara sitmbar 1948 mein vishv ke pramukh raajaneetishaastriyon ka sammelan ayojit kiya gaya jismein paramparaagat raajaneeti vigyaan ke kshetr ke antargat nimnalikhit adhyayan vishay shaamil kiye jaane ka nirnaya kiya gaya-
(1) raajaneeti ke siddhaant- ateet aur vartamaan ke raajaneetik siddhaanton evam vichaaron ka adhyayan.
(2) raajaneetik sansthaaeain - samvidhaan, raashtreeya sarkaar, praadeshik va sthaaneeya shaasan ka saral va tulanaatmak adhyayan.
(3) raajaneetik dal, samooh evam lokamat- raajaneetik dal evam dabaab samoohon ka raajaneetik vyavahaar, lokamat tatha shaasan mein naagrikon ke bhaag lene ki prakriya ka adhyayan.
(4) antarraashtreeya sambandh- antarraashtreeya raajaneeti, antarraashtreeya vidhi, antarraashtreeya sangathan tatha antarraashtreeya prashaasan ka adhyayan.
paramparaagat raajaneeti vigyaan ki visheshataaeain
paramparaagat raajaneeti vigyaan darshan evam kalpana par aadhaarit hai. paramparaavaadi vichaarak adhikaanshat: darshan se prabhaavit rahe hai. in vichaarakon ne maanaveeya jeevan ke moolyon par dhyaan diya hain. inke chintan ki pranaali nigmanaatmak hai. paramparaagat raajaneeti vigyaan me pleto ka vishesh mahatva hai. pleto ke atirikt roman vichaarak sisro aur madhyayug mein sant ogastaain ke chintan mein paramparaagat raajaneeti vigyaan ki spasht jhalak milti hain. aadhunik yug mein paramparaagat raajaneeti vigyaan ke prabal samarthako ki kaafi sankhya hai. rooso, kaant, heegal, green, bosaanke, laaski, okashaut evam liyostraas ki rachanaaon mein pleto ke vichaaron ki spasht jhalak dikhaai deti hai.
raajaneeti vigyaan ka aadhunik drushtikon
aadhunik kaal mein paramparaagat raajaneeti vigyaan ki adhyayan saamagri evam raajya sambandhi dhaaranaon ki katu aalochna hui hai. aalochakon ke anusaar raajya va raajaneetik sansthaaon ki paridhi se pare bhi kuchh prakriyaaeain evam ek parivesh dekhne ko milta hai jiske adhyayan ki upeksha raajaneeti vigyaan ki garima va upayogita ke liye anarthakaari hai.

Charles mairiym ne 1925 ki Amreeki raajaneeti vigyaan eshosiyeshan ke sammelan mein raajaneeti vigyaan ke adhyayan ke liye vaigyaanik takaneekon evam pravidhiyon ke vikaas evam prayog par bal diya. 1930 mein laasavail ne apni pustak 'saaiko-paithaulauji end paulitiks' mein raajaneetik ghatnaaon evam kriyaaon ki vyaakhya ke liye fraaid ke manovijnyaaan ko aadhaar banaaya.

uparokt prushthabhoomi mein 1960 ke dashak mein America ke Chicago vishvavidyaalaya ke raajaneetishaastriyon ne raajaneeti vigyaan ko daarshanik paddhati se mukt karne evam uske adhyayan ko adhik se adhik vaigyaanik banaane ka prayatn kiya. raajaneeti vigyaan ko saamaajik vigyaan maanate huye iske adhyayan ko poorn banaane hetu samaajashaastr, manovijnyaaan, arthashaastr, maanavashaastr jaise samaaj vijnyaaanon ki vaigyaanik paddhatiyon ko apanaana uchit samjha. in vaigyaaniko mein David istan, kaitalin, laasavail aadi pramukh hai.
raajaneeti vigyaan ka arth evam paribhaasha
raajaneeti vigyaan ki aadhunik avadhaaranaaon ki drushti se George kaitalin, David istan, hairaald laasavail va kaaplaan vishesh ullekhaneeya hai. in vidvaanon ne raajaneeti vigyaan sambandhi apne kathyon mein raajaneeti ke vaastavik evam vyaavahaarik sandarbhon par bal dete huye use shakti, prabhaav, raajaneetik auchitya evam satta ka adhyayan maana hai.

(1) raajaneeti vigyaan maanav kriyaaon ka adhyayan hai- raajaneeti vigyaan ke aadhunik drushtikon ke anusaar raajaneeti vigyaan maanav ke raajaneetik vyavahaar evam kriyaaon ka adhyayan karta hai. maanav vyavahaar ko gair raajaneetik-kaarak bhi prabhaavit karte hai. in sabhi kaarakon ka raajaneeti vigyaan mein adhyayan kiya jaata hai. A. hard evam S. hantigtan ka kathan hai ''raajaneetik vyavahaaravaad shaasan ko maanav aur uske samudaayon ke kaaryon ki ek prakriya ke roop mein sveekaarata hai. hasjaar va steevensan ka yeh vichaar hai ki ''raajaneeti vigyaan apne adhyayan kshetr mein praathamik roop mein vyaktiyon ke paarasparik va saamoohik tatha raajya evam raajyon ke madhya prakat shakti sambandhon se sambandhit hai.
(2) raajaneeti vigyaan shakti ka adhyayan hai- kaitalin va laasavail is vichaar ke samarthak hai. donon ke vivechan ka mukhya aadhaar manovijnyaaan hai. kaitalin ne 1927-28 mein raajya ke sthaan par manushya ke raajaneetik kriya kalaap ke adhyayan par bal dete huye raajaneeti ko prabhutv evam niyantran ke liye kiye jaane wala sangharsh bataaya hai. uske mataanusaar sangharsh ka mool srot maanav ki yeh ichha rahi hai ki doosare log usaka astitv maanein. 1962 mein apni pustak sistemaitik paulitiks mein kaitalin ne likha hai- niyantran bhaavana ke kaaran jo kaarya kiye jaate hai tatha niyantran ki bhaavana par aadhaarit sambandhon ki ichhaaon ke kaaran jis dhaaainche va ichhaaon ka nirmaan hota hai, raajaneeti shaastr ka sambandh un sabse hai. anya shaktivaadi vichaarak laasavail ki maanyata hai ki samaaj mein katipya moolyon va moolyavaan vyaktiyon ki praapti ke liye har vyakti apna prabhaav daalne ki cheshta karta hain tatha prabhaav cheshta mein shakti bhaav nihit rahata hai. at: laasavail ke anusaar 'raajaneeti shaastr ka abheesht vah raajaneeti hai jo batalaaye ki kaun, kya, kab aur kaise praapt karta hai.' uske anusaar raajaneetik kriyaakalaap ka praarambh us paristhiti se hota hai jismein karta vibhinn moolyon ki praapti ke liye prayatn karta hai tatha shakti jiski aavashyak shart hoti hai.
(3) raajaneeti vigyaan raaj-vyavasthaaon ka adhyayan hai- is drushtikon ke samarthak David istan, aamand, aar. kegan aadi hai. yeh drushtikon raajaneeti vigyaan ko samaajashaastreeya drushtikon mein paribhaashit karta hain. inki maanyata hai ki sampoorn samaaj swayam mein ek vyavastha hai aur raaj vyavastha is sampoorn samaaj vyavastha ki ek upavyavastha hai tatha vah uske ek abhinn bhaag ke roop mein hoti hai. raajya vyavastha mein anek kriyaasheel sanrachanaaeai hoti hain jaise samvidhaan sarkaar ke ang, raajaneetik dal, dabaab samooh, lokamat evam nirvaachan evam maanav-vyavavahaar is vyavastha ka abhinn bhaag hai. sankshep mein in vidvaanon ki maanyata hai ki raajaneeti vigyaan sampoorn samaaj vyavastha ke ang ke roop mein raaj-vyavastha ki in sanrachanaaon ki paarasparik kriyaaon evam sambandhon tatha maanav ke raajaneetik vyavahaar ka adhyayan karta hai. raajaneeti vigyaan raajavyavastha ke adhyayan ke antargat nimn tathyon par adhik bal deta hai -sampoorn samaaj vyavastha ke ang ke roop mein raajaneetik prakriya ka adhyayan, vyavastha ki sanrachana evam samoohon ke paarasparik sambandhon ka adhyayan.
(4) raajaneeti vigyaan nirnaya prakriya ka adhyayan hai- is drushtikon ke samarthak raajaneetishaastri yeh maanate hai ki raajaneeti vigyaan sarkaar ka adhyayan karte huye samaaj ya raajya mein vidyamaan paristhitiyon ke sandarbh mein sarkaar ya shaastr ke neeti sambandhi nirnaya lene ki prakriya ka bhi adhyayan karta hai. is kaaran raajaneeti vigyaan aisa vigyaan hai jo kisi shaasan ki neeti-prakriya evam uske dvaara neeti nirmaan ka adhyayan karta hai visheshakar in donon ko prabhaavit karne vaale kaarakon ke sandarbh mein, is drushtikon ki maanyata hai ki maanav prakruti ke sandarbh mein sarkaar dvaara neeti nirmaan-prakriya ka ka adhyayan kiya jaana chaahiye. vaastavik raajaneetik jeevan mein shaasan ke naam par nirnaya lene ka kaarya swayam vyakti karte hain aur isaliye nirnaya nirmaan prakriya par nirnayakartaaon ke vyaktitv, abhiroochi sanskruti, dharm, raajaneetik vichaaradhaara, maanasik star nirnaya lene ki shakti aadi tatvonn ka vyaapak prabhaav padta hai.

raajaneeti vigyaan ke kshetr
aadhunik yug mein raajaneeti vigyaan ka kshetr atyadhik viksit hai. shakti va prabhaav ke sandarbh mein raajaneeti ki sarvavyaapakata ne use har taraf pahuncha diya hai aur na keval saamaajik balki vyakgit jeevan ke bhi lagbhag sabhi paksh raajaneetik vyavastha ke adheen hai. raajaneeti ki sarvavyaapakata ne jahaaain ek taraf raajaneetik vyaakhyaaon ki lokadharmita siddh ki hai vaheen usane raajaneetik kya hai, is sambandh mein aspashtata va bhram bhi paida kiya hain. iske baavajood raajaneetik vigyaan ke kshetr ko raajyapradhaan va raajyetar sandarbhon mein bhaleebhaanti samjha ja sakta hai.
raajyapradhaan sandarbh mein raajya ki avadhaaranaaon- samaajavaad, lokatantr ityaadi, sarkaar ya sangathan samvidhaan varnit va vaastavik vyavahaar sambandhi, sarkaari pad va sansthaaon ke paarasparik sambandh, nirvaachan, vyavasthaapika va nyaayapaalika ke sangathanaatmak va prayogaatmak paksh tatha raajya ki vyaakhya se sambandhit raajaneetik vichaaradhaara va avadhaaranaaeai, utpatti ke, raajya kriyaasheelata ke siddhaant, raajya-parak vichaaradhaaraaeain svatantrata, samaanata, adhikaar ityaadi.
raajyettar sandarbh mein raajaneeti ki prakriyaatmak vaastavikta, raajaneeti vyavastha ke vibhinn drushtikon, raajyettar sansthaaeai jaise raajaneetik dal, dabaav va hit samooh, gair raajya-prakriyaaeai va unka vistaar, antarraashtreeya raajaneetik vaastaviktaaeai tatha jatiltaaeai ityaadi aati hain. pratinidhitv ke sidvaanton va vidhiyon ko bhi isi sandarbh mein samjha ja sakta hai.
raajaneeti vigyaan ke adhyayan kshetr ke baare mein aadhunik drushtikon ki kuchh aadhaarbhoot maanyataaain hain jaise- adhyayan kshetr ke nirdhaaran mein yathaarthaparak drushtikon apanaana, raajaneetik vigyaan ki vishay vastu ko antar-anushaasanaatmak drushtikon ke antargat samjha jaaye, raajaneeti vigyaan ke adhyayan mein vaigyaanik paddhati va upaagamon ko prayog mein laaya jaaye.
aadhunik drushtikon ke anusaar raajaneeti vigyaan ke ksheintr ko nimn binduon ke antargat spasht kiya ja sakta hai-
(1) maanav ke raajaneetik vyavahaar ka adhyayan- aadhunik drushtikon maanav ke raajaneetik vyavahaar ke adhyayan par bal deta hai. yadyapi par maanav vyavahaar ko prabhaavit karne balki gair-raajaneetik tatvon ka bhi adhyayan karta hai usaki maanyata hai ki maanav vyavahaar ko yathaarth roop mein samajhne ke liye un sabhi gair raajaneetik bhaavanaaon, maanyataaon evam shaktiyon ke adhyayan ko sammilit kiya jaaye jo maanav ke raajaneetik vyavahaar ko prabhaavit karte hai.
(2) vibhinn avadhaaranaaon ka adhyayan - aadhunik raajaneeti vigyaan mukhyat: shakti, prabhaav, satta, niyantran, nirnaya prakriya aadi ka vaigyaanik adhyayan karta hai. is drushtikon ke anusaar ye aisi avadhaaranaaain hai jinki prushthabhoomi mein hi raajaneetik sansthaaeai kaarya karti hai. raajaneetishaastri inheen avadhaaranaaon ke pariprekshya mein raajaneetik sansthaaon ka adhyayan karte hai. isi kaaran is prakaar ke adhyayan ko sattaaon ka anaupachaarik adhyayan kaha gaya hai.
(3) raajaneeti vigyaan samasyaaon evam sangharshon ka adhyayan - aadhunik raajaneetishaastri yatha professor daayak evam Peter odagaard raajaneeti shaastr ko saarvajanik samasyaaon va sangharshon ka adhyayan kshetr mein shaamil karte hai. unke mat mein moolyon evam saadhanon ki seemitta ke kaaran unke vitran ki samasya paida hone se tanaav va raajaneeti ka praarambh ho jaata hai. vah raajaneetik dalon ke atirikt vibhinn vyaktiyon va samoohon mein tak mein fail jaati hain. professor daayak ne raajaneeti ko saarvajanik samasyaaon par paraspar virodhi ichhaaon vaale paatron ke sangharsh ki raajaneeti kaha hai. raajaneeti vigyaan ka anya samaaj vijnyaaanon se sambandh
arastu ke anusaar manushya ek saamaajik praani hai. saamaajik jeevan ke samast aayaam (saanskrutik, saamaajik, naitik, manovaigyaanik, aarthik, raajaneetik) usaki jeevan shaili ko sampann karte hain. maanak jeevan ki dhuri par in aayaamon ke sabhi niyaamak vishay paraspar judkar satat parichaalit hai. raajaneeti in sabhi aayaamon ko samanvit karne ka mahatvapoorn kaarya karti hai.
raajaneeti vigyaan evam anya saamaajik vijnyaaanon ki ghanishthata ke kaaran hi raajaneeti vigyaan ke adhyayan mein praacheen kaal se antar-anushaasanaatmak adhyayan ki parampara rahi hai. praacheen yoonaani vichaarak pleto, arastoo ki rachanaaon mein darshan va aachaarashaastr se raajaneeti ki ghanishthata spasht hoti hai. madhyayugeen vichaarak sent aagastaain va taumas ekveenaas ki rachanaaon mein dharmashaastr va neetishaastr ke saath raajaneeti ki ghanishthata prakat hoti hai.
16veen sadi arthaat aadhunik yug ke praarambh ke vidvaan maikiyaavali ne itihaas ka apne vaichaarik aadhaar mein prayog kiya. uske baad haabs ne jyaamiti, yaantriki tatha chikitsaavijnyaaan ke tathyon va siddhaanton ka upayog kiya. rooso va maunteskyoo ne raajaneeti va bhoogol ki ghanishthata ko spasht kiya. 18veen sadi ke uttaraarddh va 19veen sadi ke praarambhik kaal mein raajaneeti vigyaan va anya samaaj vijnyaaanon ke beech ghanishth sambandh sveekaarane mein baadha aayi kyonki is kaal mein vibhinn vijnyaaanon dvaara apne ko poorn evam svatantr vigyaan maanane par bal diya gaya. kintu 19veen sadi ke madhyakaal se pun: is tathya ko sveekaara jaane laga ki sabhi samaaj vijnyaaanon mein ghanishth sambandh hote hai. kaarl maarks evam aagast kaamte ne saamaajik vijnyaaanon ki ghanishthata par bal diya.
