Bhaarat ke raashtreeya dhvaj jise tiranga bhi kehte hain, teen rang ki kshaitij pattiyon ke beech neele rang ke ek chakr dvaara sushobhit dhvaj hai. iski abhiklpana pingali vainkaiya ne ki thi.[1][2] ise 15 August 1947 ko angrejon se Bhaarat ki svatantrata ke kuchh hi din poorv 22 July, 1947 ko aayojit bhaarateeya samvidhaan-sabha ki baithak mein apnaaya gaya tha.[3] ismein teen samaan chaudaai ki kshaitij pattiyaaain hain, jinmein sabse oopar kesariya, beech mein shvet or neeche gahre hare rang ki patti hai. dhvaj ki lambaai evam chaudaai ka anupaat 2:3 hai. safed patti ke madhya mein gahre neele rang ka ek chakr hai jismein 24 are hote hain. is chakr ka vyaas lagbhag safed patti ki chaudaai ke baraabar hota hai va roop samraat ashok ki rajdhani saaranaath mein sthit stambh ke sher ke sheershafalak ke chakr mein dikhne vaale ki tarah hota hai.

sarkaari jhanda nirdishteekaran ke anusaar jhanda khaadeemein hi banana chaahiye. yeh ek vishesh prakaar se haath se kaate gaye kapde se banta hai jo mahaatma Gandhi dvaara lokapriya banaaya tha. in sabhi vishishtataaon ko vyaapak roop se Bhaarat mein sammaan diya jaata hain bhaarateeya dhvaj sanhita ke dvaara iske pradarshan aur prayog par vishesh niyantran hai.[4] dhvaj ka heraaldik varnan is prakaar se hota hai:

Gandhi ji ne sabse pehle 1921 mein Congress ke apne jhande ki baat ki thi. is jhande ko pingali Venkaiya ne design kiya tha. ismein do rang the laal rang hinduon ke liye aur hara rang muslimon ke liye. beech mein ek chakr tha. baad mein ismein anya dharmo ke liye safed rang joda gaya. svatantrata praapti se kuchh din pehle samvidhaan sabha ne raashtradhvaj ko sanshodhit kiya. ismein charakhe ki jagah ashok chakr ne li. is nae jhande ki desh ke doosare raashtrapati sarvapalli Radhakrishnan ne fir se vyaakhya ki.[5]


21 feet guna 14 feet ke jhande poore desh mein keval teen kilon ke oopar faharaae jaate hain. madhya pradesh ke gvaaliyr jile mein sthit kila unamein se ek hai. iske atarikt Karnataka ka naaragund kile aur Maharashtra ka panahaala kile par bhi sabse lambe jhande ko faharaaya jaata hai.[6]


1951 mein pehli baar bhaarateeya maanak bureau (beeaaies) ne pehli baar raashtradhvaj ke liye kuchh niyam tay kiye. 1968 mein tiranga nirmaan ke maanak tay kiye gaye. ye niyam atyant kade hain. keval khaadi ya haath se kaata gaya kapda hi jhanda banaane ke liye upayog kiya jaata hai. kapda bunane se lekar jhanda banane tak ki prakriya mein kai baar iski testing ki jaati hai. jhanda banaane ke liye do tarah ki khaadi ka prayog kiya jaata hai. ek vah khaadi jisse kapda banta hai aur doosra khaadi-taat. khaadi ke keval kapaas, resham aur oon ka prayog kiya jaata hai. yahaan tak ki iski bunaai bhi saamanya bunaai se bhinn hoti hai.[7] ye bunaai behad durlabh hoti hai. ise keval poore desh ke ek darjan se bhi kam log jaante hain. dhaaravaan ke nikat gadag aur Karnataka ke baagalakot mein hi khaadi ki bunaai ki jaati hai. jabaki '''Hubli''' ek maatr license praapt sansthaan hai jahaan se jhanda utpaadan va aapoorti ki jaati hai.[8] bunaai se lekar baajaar mein pahunchane tak kai baar beeaaies prayogashaalaaon mein iska pareekshan hota hai. bunaai ke baad saamagri ko pareekshan ke liye bheja jaata hai. kade gunavatta pareekshan ke baad use vaapas kaarkhaane bhej diya jaata hai. iske baad use teen rango mein ranga jaata hai. kendra mein ashok chakr ko kaadha jaata hai. uske baad ise fir pareekshan ke liye bheja jaata hai. beeaaies jhande ki jaanch karta hai iske baad hi ise baajaar mein bechne ke liye bheja jaata hai.[9]

tirange ka vikaas

yeh dhvaj Bhaarat ki svatantrata ke sangraam kaal mein nirmit kiya gaya tha. 1857mein svatantrata ke pehle sangraam ke samay Bhaarat raashtra ka dhvaj banaane ki yojana bani thi, lekin vah aandolan asamaya hi samaapt ho gaya tha aur uske saath hi vah yojana bhi beech mein hi atak gayi thi. vartamaan roop mein pahunchane se poorv bhaarateeya raashtreeya dhvaj anek padaavon se gujara hai. is vikaas mein yeh Bhaarat mein raajanaitik vikaas ka parichaayak bhi hai. kuchh aitihaasik padaav is prakaar hain[10] :-


  • dviteeya dhvaj ko peris mein maidam kaama aur 1907 mein unke saath nirvaasit kiye gaye kuchh kraantikaariyon dvaara faharaaya gaya tha. kuchh logon ki maanyata ke anusaar yeh 1905 mein hua tha. yeh bhi pehle dhvaj ke samaan tha; sivaaya iske ki ismein sabse oopar ki patti par keval ek kamal tha, kintu saat taare saptarishiyon ko darshaate the. yeh dhvaj barlin mein hue samaajavaadi sammelan mein bhi pradarshit kiya gaya tha.[11]


  • 1917 mein bhaarateeya raajanaitik sangharsh ne ek nishchit mod liya. dau॰ eni beeseint aur lokamaanya tilk ne ghareloo shaasan aandolan ke dauraan truteeya chitrit dhvaj ko faharaaya. is dhvaj mein 5 laal aur 4 hari kshaitij pattiyaan ek ke baad ek aur saptatarishi ke abhivinyaas mein is par saat sitaare bane the. oopari kinaare par baayeen or (khanbhe ki or) union Jack tha. ek kone mein safed ardhachandr aur sitaara bhi tha.


  • Congress ke satr bejavaada (vartamaan vijyavaada) mein kiya gaya yahaaain Andhra pradesh ke ek yuvak pingali vainkaiya ne ek jhanda banaaya (chautha chitr) aur Gandhi ji ko diya. yeh do rangon ka bana tha. laal aur hara rang jo do pramukh samudaayon arthaat hindu aur muslim ka pratinidhitvan karta hai. Gandhi ji ne sujhaav diya ki Bhaarat ke shesh samudaaya ka pratinidhitv karne ke liye ismein ek safed patti aur raashtra ki pragati ka sanket dene ke liye ek chalta hua charakha hona chaahiye.


  • varsh 1931 tirange ke itihaas mein ek smaraneeya varsh hai. tirange dhvaj ko Bhaarat ke raashtreeya dhvaj ke roop mein apnaane ke liye ek prastaav paarit kiya gaya aur ise raashtra-dhvaj ke roop mein maanyata mili.[11] yeh dhvaj jo vartamaan svaroop ka poorvaj hai, kesariya, safed aur madhya mein Gandhi ji ke chalte hue charakhe ke saath tha. yeh bhi spasht roop se bataaya gaya tha ki iska koi saampradaayik mahattv naheen tha.


  • 22 July 1947 ko samvidhaan sabha ne vartamaan dhvaj ko bhaarateeya raashtreeya dhvaj ke roop mein apnaaya. svatantrata milne ke baad iske rang aur unka mahatva bana raha. keval dhvaj mein chalte hue charakhe ke sthaan par samraat ashok ke dharm chakr ko sthaan diya gaya. is prakaar Congress party ka tiranga dhvaj antat: svatantr Bhaarat ka tiranga dhvaj bana.[1]

Bhaarat ke raash‍aatreeya dh‍aavaj ki oopari patti mein kesariya rang hai jo desh ki shakti aur saahas ko darshaata hai. beech ki patti ka shvet dharm chakr ke saath shaanti aur satya ka prateek hai. nichli hari patti urvarata, vruddhi aur bhoomi ki pavitrata ko darshaati hai. safed patti par bane chakr ko dharm chakr kehte hain. is dharm chakr ko vidhi ka chakr kehte hain jo truteeya shataabdi isa poorv maurya samraat ashok dvaara banaae gaye saaranaath mandir se liya gaya hai. is chakr ko pradarshit karne ka aashay yeh hai ki jeevan gati‍asheel hai aur rukane ka arth mrutyu hai.[1]

bhaarateeya dhvaj mein nimn anumaanit rangon ke antaran prayog hote hain. dhvaj mein jo kesariya, shvet, hara tatha neela rang hai vah echateeemael aar.ji.bi va web rangon mein (heksaadesiml sanketan mein); seeemavaaike ke samakaksh; daai rang aur penton ke baraabar sankhya hal hai.[14]

1950 mein Bhaarat ke ganatantr banane ke uparaant, bhaarateeya maanak bureau (beeaaies) ne 1951 mein pehli baar dhvaj ki kuchh vishishtataaeain bataain. ye 1964 mein sanshodhit ki gayeen, jo Bhaarat mein meetrik pranaali ke anuroop theen. in nirdeshon ko aage chalakar 17 August 1968 mein sanshodhit kiya gaya. ye disha nirdesh atyant kade hain aur jhande ke vinirmaan mein koi dosh ek gambhir aparaadh samjha jaata hai, jiske liye jurmaana ya jail ya donon sajaaen bhi ho sakti hain.[15]

bureau of Indian standard (beeaaies) dvaara raashtradhvaj ko taiyaar karne ke teen dastaavej jaari kiye gaye hain. ismein kaha gaya hai ki sabhi jhande khaadi ke silk ya kautan ke honge. jhande banaane ka maanak 1968 mein tay kiya gaya jise 2008 mein pun: sanshodhit kiya gaya. tirange ke liye nau standard (maanak) saaij tay kiye gaye hain. sabse bada jhanda 21 feet lamba aur 14 feet chauda hota hai. sabse pehle baingaluroo se lagbhag 550 kimi door sthit bagaalakot jile ke khaadi graamodyog sayukt sangh mein kapde ko bahut dhyaan se kaata aur buna jaata hai. iske baad kapde ko teen alag-alag laut banaae jaate hain. in ko tirange ke teen alag-alag rango mein daai kiya jaata hai. daai kiye hue kapde baingaluroo se 420 kimi sthit Hubli ikaai mein bhej diye jaate hain. yahaan inhein agal-alag saaij ke anusaar kaata jaata hai. kate hue kapde ko Hubli mein hi sila jaata. yahaan lagbhag 40 mahilaaen pratidin 100 ke kareeb jhande silti hain. kate hue safed kapde par chakr print kiya jaata hai. iske baad tirange ki teenon rang ke kapde ki silaai ki jaati hai. silaai ke baad kapde ko pace kiya jaata hai.[16]

keval khaadi ya haath se kaata gaya kapda hi jhande ke liye upayukt maana jaata hai. khaadi ke liye kachcha maal keval kapaas, resham aur oon hain. jhanda banaane mein do tarah ke khaadi ka upayog kiya jaata hai, ek vah khaadi, jisse kapada banta hai aur doosra hai khaadi-taat, jo bej rang ka hota hai aur khambhe mein pahanaaya jaata hai. khaadi taat ek asaamaanya prakaar ki bunaai hai jismein teen dhaagon ke jaal jaise bante hain. yeh paramparaagat bunaai se bhinn hai, jahaan do dhaagon ko buna jaata hai. is prakaar ki bunaai atyant durlabh hai, is kaushal ko banaae rakhane vaale bunakar Bhaarat mein ek darjan se bhi kam hain. disha-nirdesh mein yeh bhi bataaya gaya hai ki prati varg seinteemeetar mein 150 sootr hone chaahiye,[15] iske saath hi kapde mein prati chaar sootr aur ek varg foot ka shuddh bhaar 205 gram hi hona chaahiye.[17][18] is buni khaadi ko do ikaaiyon se praapt kiya jaata hai, dhaaravaad ke nikat gadag se aur uttari Karnataka ke baagalakot jilon se. vartamaan mein, Hubli mein sthit Karnataka khaadi graamodyog sanyukt sangh ko hi ek maatr license praapt hai jo jhanda utpaadan aur aapoorti karta hai. yadyapi Bhaarat mein jhanda vinirmaan ikaaiyon ki sthaapana ki anumati khaadi vikaas aur graameen udyog aayog (keveeaisi) dvaara diya jaata hai parantu yadi disha-nirdeshon ki avajnyaa ki gayi to beeaaies ko inhein radd karne ke saare adhikaar praapt hain.[17]

bunaai poori hone ke baad, saamagri ko pareekshan ke liye beeaaies prayogashaalaaon mein bheja jaata hai. kade gunavatta pareekshan karne ke baad, yadi jhanda anumodit ho jaata hai to, use kaarkhaane vaapas bhej diya jaata hai. tab use prakshaalit kar sambandhit rangon mein rang diya jaata hai. kendra mein ashok chakr ko screen mudrit, steinsild ya kaadha jaata hai. vishesh dhyaan is baat ko diya jaana chaahiye ki chakr achhi tarah se milta ho aur donon taraf theek se dikhaai deta ho. beeaaies jhande ki jaanch karta hai aur tabhi vah becha ja sakta hain.[15] Bhaarat mein saalaana lagbhag chaar karod jhande bikte hain. Bhaarat mein sabse bada jhanda (613 × 412 mi.) raajya prashaasanik mukhyaalaya, Maharashtra ke mantraalaya bhavan se faharaaya jaata hai.[18]

26 January 2002 ko bhaarateeya dhvaj sanhita mein sanshodhan kiya gaya aur svatantrata ke kai varsh baad Bhaarat ke naagrikon ko apne gharon, kaaryaalayon aur faiktriyon aadi sansthaanon mein na keval raashtreeya divson par, balki kisi bhi din bina kisi rukaavat ke faharaane ki anumati mil gayi. ab bhaarateeya naagrik raashtreeya jhande ko kaheen bhi aur kisi bhi samay fahara sakte hai, basharte ki ve dhvaj ki sanhita ka kadaai se paalan karein aur tirange ke sammaan mein koi kami na aane dein. suvidha ki drushti se bhaarateeya dhvaj sanhita, 2002 ko teen bhaagon mein baanta gaya hai. sanhita ke pehle bhaag mein raashtreeya dhvaj ka saamaanya vivran hai. sanhita ke doosare bhaag mein janta, niji sangathanon, shaikshik sansthaanon aadi ke sadasyon dvaara raashtreeya dhvaj ke pradarshan ke vishay mein bataaya gaya hai. sanhita ka teesara bhaag kendreeya aur raajya sarkaaron tatha unke sangathanon aur abhikranon dvaara raashtreeya dhvaj ke pradarshan ke vishay mein jaankaari deta hai.

niyam va viniym[1]

26 January 2002 vidhaan par aadhaarit kuchh niyam aur viniyman hain ki dhvaj ko kis prakaar faharaaya jaae :

  • raashtreeya dhvaj ko shaikshik sansthaanon (vidyaalayon, mahaavidyaalayon, khel parisaron, skaaut shiviron aadi) mein dhvaj ko sammaan ki prerana dene ke liye faharaaya ja sakta hai. vidyaalayon mein dhvaj-aarohan mein nishtha ki ek shapath shaamil ki gayi hai.
  • kisi saarvajanik, niji sangathan ya ek shaikshik sansthaan ke sadasya dvaara raashtreeya dhvaj ka arohan/pradarshan sabhi dinon aur avsaron, aayojanon par anyatha raashtreeya dhvaj ke maan sam‍amaan aur pratish‍aatha ke anuroop avsaron par kiya ja sakta hai.
  • nai sanhita ki dhaara (2) mein sabhi niji naagrikon apne parisaron mein dhvaj faharaane ka adhikaar dena s‍aaveekaar kiya gaya hai.
  • is dhvaj ko saampradaayik laabh, pardein ya vas‍aatron ke roop mein upayog naheen kiya ja sakta hai. jahaan tak sambhav ho ise mausam se prabhaavit hue bina sooryodaya se sooryaas‍aat tak faharaaya jaana chaahiye.
  • is dhvaj ko aashay poorvak bhoomi, farsh ya paani se s‍aaparsh naheen karaaya jaana chaahiye. ise vaahanon ke hud, oopar aur bagal ya peechhe, relon, naavon ya vaayuyaan par lapeta naheen ja sakta.
  • kisi an‍aaya dhvaj ya dhvaj patt ko raashtreeya dhvaj se oonche s‍aathaan par lagaaya naheen ja sakta hai. tirange dhvaj ko vandanavaar, dhvaj patt ya gulaab ke samaan sanrachana banaakar upayog naheen kiya ja sakta.

adhik jaankaari bhaarateeya dhvaj sanhita mein dekhi ja sakti hai. bhaarateeya raashtreeya dhvaj Bhaarat ke naagrikon ki aashaaen aur aakaankshaaen darshaata hai. yeh desh ke raashtreeya gaurav ka prateek hai.

jhande ka uchit prayog

san 2002 se pehle, Bhaarat ki aam janta ke log keval gine chune raashtreeya tyohaaron ko chhod saarvajanik roop se raashtreeya dhvaj fahara naheen sakte the. ek udyogapati, naveen jindal ne, Delhi uchch nyaayaalaya mein, is pratibandh ko hataane ke liye janahit mein ek yaachika daayar ki. jindal ne jaan boojh kar, jhanda sanhita ka ullanghan karte hue apne kaaryaalaya ki imaarat par jhanda faharaaya. dhvaj ko jabt kar liya gaya aur un par mukadama chalaane ki chetaavani di gayi. jindal ne bahas ki ki ek naagrik ke roop mein maryaada aur sammaan ke saath jhanda faharaana unka adhikaar hai aur yeh ek tarah se Bhaarat ke liye apne prem ko vyakt karne ka ek maadhyam hai.[21] tadoparaant kendreeya mantrimandal ne, bhaarateeya jhanda sanhita mein 26 January 2002, ko sanshodhan kiye jismein aam janta ko varsh ke sabhi dinon jhanda faharaane ki anumati di gayi aur dhvaj ki garima, sammaan ki raksha karne ko kaha gaya.

bhaarateeya sangh mein vi.yashavant sharma ke maamale[22] mein kaha gaya ki yeh dhvaj sanhita ek kaanoon naheen hai, sanhita ke pratibandhon ka paalan karna hoga aur raashtreeya dhvaj ke sammaan ko banaae rakhana hoga. raashtreeya dhvaj ko faharaana ek poorn adhikaar naheen hai, par is ka paalan samvidhaan ke anuchhed 51-A ke anusaar karna hoga.

jhande ka sammaan

bhaarateeya kaanoon ke anusaar dhvaj ko hamesha 'garima, nishtha aur sammaan' ke saath dekhna chaahiye. "Bhaarat ki jhanda sanhita-2002", ne prateekon aur naamon ke (anuchit prayog nivaaran) adhiniyam, 1950" ka atikraman kiya aur ab vah dhvaj pradarshan aur upayog ka niyantran karta hai. sarkaari niyamon mein kaha gaya hai ki jhande ka sparsh kabhi bhi jameen ya paani ke saath naheen hona chaahiye. us ka prayog mejposh ke roop mein, ya manch par naheen dhaka ja sakta, isse kisi moorti ko dhaka naheen ja sakta na hi kisi aadhaarashila par daala ja sakta tha. san 2005 tak ise poshaak ke roop mein ya vardi ke roop mein prayog naheen kiya ja sakta tha. par 5 July 2005, ko Bhaarat sarkaar ne sanhita mein sanshodhan kiya aur dhvaj ko ek poshaak ke roop mein ya vardi ke roop mein prayog kiye jaane ki anumati di. haalaanki iska prayog kamar ke neeche vaale kapade ke roop mein ya jaanghiye ke roop mein prayog naheen kiya ja sakta hai.[23] raashtreeya dhvaj ko takiye ke roop mein ya roomaal ke roop mein karne par nishedh hai.[24] jhande ko jaanboojhkar ulta, rakha naheen kiya ja sakta, kisi mein dubaaya naheen ja sakta, ya foolon ki pankhudiyon ke alaava anya vastu naheen rakhi ja sakti. kisi prakaar ka saranaama jhande par ankit naheen kiya ja sakta hai.[4]

sainbhaalane ki vidhi

jhande ko sambhaalne aur pradarshit karne ke anek paramparaagat niyamon ka paalan karna chaahiye. yadi khule mein jhanda faharaaya ja raha hai to hamesha sooryodaya par faharaaya jaana chaahiye aur sooryaast par utaar dena chaahiye chaahe mausam ki sthiti kaisi bhi ho. 'kuchh vishesh paristhitiyon' mein dhvaj ko raat ke samay sarkaari imaarat par faharaaya ja sakta hai.

jhande ka chitran, pradarshan, ulta naheen ho sakta na hi ise ulta faharaaya ja sakta hai. sanhita parampara mein yeh bhi bataaya gaya hai ki ise lanb roop mein latakaaya bhi naheen ja sakta. jhande ko 90 ansh mein ghumaaya naheen ja sakta ya ulta naheen kiya ja sakta. koi bhi vyakti dhvaj ko ek kitaab ke samaan oopar se neeche aur baaeain se daaeain padh sakta hai, yadi ise ghumaaya jaae to parinaam bhi ek hi hona chaahiye. jhande ko buri aur gandi sthiti mein pradarshit karna bhi apamaan hai. yahi niyam dhvaj faharaate samay dhvaj stambhon ya rassiyon ke liye hai. in ka rakharakhaav achha hona chaahiye.[4]

jhande ko sahi roop mein pradarshit karne ke liye kuchh niyamon ka paalan karna padta hai. yadi ye kisi bhi manch ke peechhe deevaar par samaanaantar roop se faila diye gaye hain to unka faharaav ek doosare ke paas hone chaahiye aur bhagava rang sabse oopar hona chaahiye. yadi dhvaj deevaar par ek chhote se dhvaj stambh par pradarshit hai to use ek kon par rakh kar latakaana chaahiye. yadi do raashtreeya jhande pradarshit kiye ja rahe hain to ulti disha mein rakhana chaahiye, unke faharaav kareeb hona chaahiye aur unhein poori tarah failaana chaahiye. jhande ka prayog kisi bhi mej, manch ya bhavanon, ya kisi gheraav ko dhakane ke liye naheen karna chaahiye.[4]

anya deshon ke saath

jab raashtreeya dhvaj kisi company mein anya deshon ke dhvajon ke saath baahar khule mein faharaaya ja raha ho to uske liye bhi anek niyamon ka paalan karna hoga. use hamesha sammaan diya jaana chaahiye. iska arth yeh hai ki jhanda sabse daain or (prekshakon ke liye baain or) ho. laatin varnamaala ke anusaar anya deshon ke jhande vyavasthit hone chaahiye. sabhi jhande lagbhag ek hi aakaar ke hone chaahiye, koi bhi dhvaj bhaarateeya dhvaj ki tulana mein bada naheen hona chaahiye. pratyek desh ka jhanda ek alag stambh par hona chaahiye, kisi bhi desh ka raashtreeya dhvaj ek ke oopar ek, ek hi stambh par faharaana naheen chaahiye. aise samay mein bhaarateeya dhvaj ko shuroo mein, ant mein rakha jaae aur varnakram mein anya deshon ke saath bhi rakha jaae. yadi jhandon ko golaakaar mein faharaana ho to raashtreeya dhvaj ko chakr ke shuruaat mein rakh kar anya deshon ke jhande ko dakshinaavart tareeke se rakha jaana chaahiye, jab tak ki koi dhvaj raashtreeya dhvaj ke bagal mein na aa jaae. Bhaarat ka raashtreeya dhvaj hamesha pehle faharaaya jaana chaahiye aur sabse baad mein utaara jaana chaahiye.

jab jhande ko guna chinh ke aakaar mein rakha jaata hai to bhaarateeya dhvaj ko saamane rakhana chaahiye aur anya dhvajon ko daain or (prekshakon ke liye baain or) hona chaahiye. jab sanyukt raashtra ka dhvaj bhaarateeya dhvaj ke saath faharaaya ja raha hai, to use donon taraf pradarshit kiya ja sakta hai. saamaanya taur par dhvaj ko disha ke anusaar sabse daain or faharaaya jaata hai.[4]

jab jhanda anya jhandon ke saath faharaaya ja raha ho, jaise kaurporet jhande, vigyaapan ke banner hon to niymaanusaar anya jhande alag stambhon par hain to raashtreeya jhanda beech mein hona chaahiye, ya prekshakon ke liye sabse baain or hona chaahiye ya anya jhandon se ek chaudaai oonchi honi chaahiye. raashtreeya dhvaj ka stambh anya stambhon se aage hona chaahiye, yadi ye ek hi samooh mein hain to sabse oopar hona chaahiye. yadi jhande ko anya jhandon ke saath juloos mein le jaaya ja raha ho to jhande ko juloos mein sabse aage hona chaahiye, yadi ise kai jhandon ke saath le jaaya ja raha hai to ise juloos mein sabse aage hona chaahiye.[4]

ghar ke andar pradarshit jhanda

jab jhanda kisi band kamre mein, saarvajanik baithakon mein ya kisi bhi prakaar ke sammelanon mein, pradarshit kiya jaata hai to daain or (prekshakon ke baain or) rakha jaana chaahiye kyonki yeh sthaan adhikaarik hota hai. jab jhanda hall ya anya baithak mein ek vakta ke bagal mein pradarshit kiya ja raha ho to yeh vakta ke daahine haath par rakha jaana chaahiye. jab ye hall ke anya jagah par pradarshit kiya jaata hai, to use darshakon ke daahine or rakha jaana chaahiye.

bhagava patti ko oopar rakhate hue is dhvaj ko poori tarah se faila kar pradarshit karna chaahiye. yadi dhvaj ko manch ke peechhe ki deevaar par lanb mein lataka diya gaya hai to, bhagava patti ko oopar rakhate hue darshekon ke saamane rakhana chaahiye taaki sheersh oopar ki or ho.[4]

parade aur samaaroh

yadi jhanda kisi juloos ya parade mein anya jhande ya jhandon ke saath le jaaya ja raha hai to, jhande ko juloos ke daaheenein or ya sabse aage beech mein rakhana chaahiye. jhanda kisi moorti ya smaarak, ya pattika ke anaavaran ke samay ek vishishtata ko liye rahata hai, par use kisi vastu ko dhakane ke liye prayog naheen karna chaahiye. sammaan ke chinh ke roop mein ise kisi vyakti ya vastu ko dhankana naheen chaahiye. palatan ke rangon, sangathanaatmak ya sansthaagat jhandon ko sammaan ke chinh roop mein dhaka ja sakta hai.

kisi samaaroh mein faharaate samay ya jhande ko utaarate samay ya jhanda kisi parade se gujar raha hai ya kisi sameeksha ke dauraan, sabhi upasthit vyaktiyon ko dhvaj ka saamana karna chaahiye aur dhyaan se khade hona chaahiye. vardi pahane logon ko upayukt salaami prastut karni chaahiye. jab jhanda stambh se gujar raha ho to, logon ko dhyaan se khade hona chaahiye ya salaami deni chaahiye. ek ganamaanya atithi ko sir ke poshaak ko chhod kar salaami leni chaahiye. jhanda-vandan, raashtreeya gaan ke saath liya jaana chaahiye.[4]

vaahanon par pradarshan

vaahanon par raashtreeya dhvaj udaan ke liye visheshaadhikaar hote hain, raashtrapati, up raashtrapati,pradhaanamantri, raajyapaal aur uparaajyapaal, mukhyamantri, mantreemandal ke sadasya aur bhaarateeya sansad ke kanishth mantreemandal ke sadasya, raajya vidhaanasabhaaon ke sadasya, Loksabha ke vaktaaon aur raajya vidhaan sabhaaon ke sadasyon, raajya sabha ke adhyakshon aur raajya ke vidhaan sabha parishad ke sadasya, Bhaarat ke sarvochch nyaayaalaya aur uchch nyaayaalayon ke nyaayaadheeshon aur jal sena, thal sena aur nau sena ke adhikaarikyon ko jo dhvaj shreneen mein aate hain, ko hi adhikaar praapt hain. ve apni kaaron par jab bhi ve jaruri samajhe jhanda prardashit kar sakte hain. jhande ko ek nishchit sthaan se prardashit karna chaahiye, jo car ke bonet ke beech mein drudh ho ya car ke aage daain taraf rakha jaana chaahiye. jab sarkaar dvaara pradaan kiye gaye car mein koi videshi ganamaanya atithi yaatra kar raha hai to, hamaara jhanda car ke daain or pravaahit hona chaahiye aur videsh ka jhanda baain or udta hona chaahiye.

jhande ko vimaan par pradarshit karna chaahiye yadi raashtrapati, uparaashtrapati, pradhaanamantri videsh daure par ja rahe hon. raashtreeya dhvaj ke saath, anya desh ka jhanda jahaan ve ja rahe hain ya us desh ka jhanda jahaan yaatra ke beech mein viraam ke liye thahara jaata hai, us desh ke jhande ko bhi shishtaachaar aur sadbhaavana ke sanket ke roop mein pravaahit kiya ja sakta hai. jab raashtrapati Bhaarat ke daure par hain, to jhande ko potaarohan karna hoga jahaan se ve chadhte ya utarate hain. jab raashtrapati vishesh relagaadi se desh ke bheetar yaatra kar rahein hon to jhanda station ke platform ka saamana karte hue chaalaak ke dibbe se laga rahana chaahiye jahaan se train chalti hain. jhanda keval tabhi pravaahit kiya jaaega jab vishesh train sthir hai, ya jab us station par aa rahi ho jahaan use rukana ho.[4]

jhande ko utaarana

shok ke samay, raashtrapati ke nirdesh par, unke dvaara bataaye gaye samay tak jhanda aadha pravaahit hona chaahiye. jab jhande ko aadha jhuka kar faharaana k hai to pehle jhande ko sheersh tak badha kar fir aadhe tak jhukaana chaahiye. sooryaast se pehle ya uchit samay par, jhanda pehle sheersh tak badha kar fir use utaarana chaahiye. keval bhaarateeya dhvaj aadha jhuka rahega jabki anya jhande saamaanya oonchaai par raheinge.

samast Bhaarat mein raashtrapati, uparaashtrapati, pradhaanamantriyon ki mrutyu par jhanda aadha jhuka rahega. lok sabha ke adhyaksh ya Bhaarat ke sarvochch nyaayaalaya ke mukhya nyaayaadheesh ke shok ke samay jhanda Delhi mein jhukaaya jaata hai aur kendreeya mantrimandal mantri ke samay Delhi mein aur raajya ki raajadhaaniyon mein bhi jhukaaya jaata hai. raajya mantri ke nidhan par shokasvaroop maatr Delhi mein hi jhukaaya jaata hai. raajya ke raajyapaal, uparaajyapaal aur mukhyamantri ke liye raajya aur ghatak raajyon mein jhukaaya jaata hai. yadi kisi bhi ganamaanya atithi ke marne ki soochana dopahar mein praapt hoti hai, yadi antim sanskaar naheen hue hain to oopar bataaye gaye sthaanon mein doosare din bhi jhanda aadha faharaaya jaaega. antim sanskaar ke sthaan par bhi jhanda aadha faharaaya jaaega.
